Ambassadors are generated by villages when their project is completed. The type of ambassador is dependant upon the biome the village is in. Ambassadresses exist too.

After 6 ambassadors have been generated projects stop producing more.
After 10 ambassadors have been generated upgraded projects stop producing more.
After 14 ambassadors have been generated great projects stop producing more.
After 16 ambassadors have been generated updgraded great projects stop producing more.
